Position Summary: The Director of Enterprise Data Management and Analytics is responsible for the planning, design, architecture, negotiation/purchasing, engineering/development, testing, and support/maintenance of the enterprise data platform for City of Hope. This platform includes the following: Data Governance Enterprise Data Governance Board Data and analytics center of excellence Data/Information Architecture Data governance processes Architecture roadmaps Data store and mart governance Data integration Extract-transform-load (ETL) and change-data-capture (CDC) Metadata - including data lineage Data merging of heterogeneous sources (e.g. -omic, unstructured, relational) Natural language processing (NLP) Standardized terminologies (e.g. CPT, RxNorm, SNOMED) Logical & physical data layers and mappings Enterprise data warehouse (EDW) Data marts and operational data stores Master data management (MDM) and architecture Architecture, schema design, standards Enterprise data element glossaries Data dictionaries and entity relationship diagrams Enterprise standard terminologies and cross mappings Authoritative source of party, account and product data Standardized transactional and dimensional data (e.g. enterprise master customer ID, master staff ID, master encounter ID) Data transformation, normalization Data quality Table and data element level testing and validation Data matching and de-duplication Data profiling Data masking Data and job process auditing Data interfaces and propagation Enterprise service bus (e.g. HL7, application programmer interface (API)) Data layer inter-connectivity and standards (e.g. health information exchange (HIE)) Business Intelligence Web portals, and data visualization Dashboards, charts, reports, spreadsheets Multidimensional aggregations and denormalizations Data analysis, algorithms and models Descriptive (insight as to what happened and why) Predictive (model and forecast what might happen) Prescriptive (suggested best solution for improved outcomes) Integration of analytics with production systems (e.g. electronic medical record system) to improve performance, safety, and outcomes. The position is responsible for supporting the data access and management needs across all City of Hope production systems for the purposes of business intelligence and mission-based Analytics (i.e., clinical, research, operations, marketing, education, philanthropy). The position provides key leadership to City of Hope's Data Governance Board for compliance to polices, standards and conceptual models. The position is responsible for the management of legacy data, and integration of heterogeneous data sources, 3 rd party data, legacy data, -omic data, and associated applications data into other production systems such as an electronic medical records (EMR) application. The Director has expertise in the use of data to drive performance improvement, and has an excellent understanding on how to capture, analyze and use data and tools to develop descriptive, predictive, and prescriptive analytics to inform and improve business, informatics, research, and clinical practice. Additionally, the position will architect and implement the integration of "analytic" and other information into production systems via the City of Hope enterprise data platform. The Director leads and participates in the design, architecture, and implementation of enterprise business, research and clinical applications and data systems to enable enterprise and scalable data integration and enable data driven decision-making within City of Hope and with its partners and collaborators. Essential Functions: Provides strategic vision, leadership and management of the data governance practices, design, architecture and implementation of enterprise data collection, storage, mining, machine learning, visualization, analytics, integration, and interface strategies to improve systems, business, research and clinical capabilities - including enterprise data warehouses, data marts, master data management, data quality, data profiling, data masking, data integration (ETL, CDC), and metadata. Responsible for the creation, design, architecture, maintenance, and integration of database systems, enterprise data warehouses, and associated data marts. Develop statistical, predictive and prescriptive analytics capabilities including disease management and population health Responsible for business intelligence tools that use data and analytics to provide business, research, and clinical insights in order to improve quality and efficiency Develops metrics to measure business, research, and clinical performance and outcomes Contributes to development of User-Interface designs to present data optimally for effective business, research and clinical reports and dashboards Develop, manage and control the annual budget for the department including vendor management of data related tools and services Communicates across business units and departments to promote the optimal capture and use of data through data-driven decision making Provide leadership and management to team, mentor their technical and career development, recruit top talent, foster and nurture interdepartmental relationships and communications. Reporting Relationships The position directly supervises: Enterprise data management (EDM) program administrator Database administrators and job schedulers Data warehouse developer/architects - MDM & Quality Data warehouse developer/architects - ETL Business intelligence analysts, developers, & architects Academic informatics partners (part-time positions strategically embedded in key stakeholder areas) Data interface developers/enterprise service bus (HL7, API) developers and architects Data analysts Descriptive, predictive, and prescriptive analysts and modelers Data miners/scientists Natural language processing developers Others as appropriate Position Qualifications: Minimum Education and Experience: Bachelor's degree in Management, Statistics, Mathematics, Operational Research, Clinical Research, or related field 15 years experience in the strategic planning, design, architecture, integration, analysis and use of data elements in enterprise information systems for business, operations, research, and clinical practice. 15 years experience working on analytically driven engagements, including 10 years experience in leading IT and analytic teams using business intelligence and statistical/predictive analytics and modeling tools 10 years experience leading and architecting data/application interface projects in an enterprise environment (including HL7 and APIs). 10 years experience developing descriptive, predictive, and prescriptive models and integrating them with production systems to improve performance, safety and outcomes 5 years experience in a clinical practice setting 5 years experience in clinical research settings. 5 years experience developing enterprise architectures and data integration platforms across multiple sites, and across functional areas such as clinical, operations, basic science, clinical research, marketing, and philanthropy. Demonstrated experience building strong client relationships with key stakeholders and leading an effective Data Governance Committee Structure Demonstrated experience architecting, leading, and delivering business, informatics, research, clinical, and analytics large scale enterprise systems, platforms, and projects. Experience and knowledge with industry terminologies such as ICD9, ICD10, CPT, RxNorm). Experience building and cultivating large teams. Experience planning, organizing, and managing multiple large projects with diverse cross-functional teams including an onshore/offshore business model Demonstrated experience with vendor negotiations and management of multi-million dollar contracts (services & products) and budgets. Demonstrated ability to leverage and incorporate new techniques and technologies to solve business problems Demonstrated resource planning and delivery skills Demonstrated experience writing grants. Req. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
